The Chisinau Municipal Council (CMC) on February 5 decided to allocate 800,000 lei for repairing the roof and piping system of the block No.40 located on Drumul Viilor Street. The residents of the building were evacuated on January 23 after the foundation pillars of a neighbouring building under construction caved in.
The decision to allot the money was made at a meeting called by the CMC chairman Mihai Ghimpu immediately after the ordinary meeting. Mihai Ghimpu explained that the residents of the given block were morally affected by the accident and deserve this aid from the municipality, especially because the building has not been thoroughly repaired since it was built in 1965.
The leader of the Social-Democratic faction Eduard Musuc described the proposal to allocate money as another populist action of the Liberal Party. Musuc said that the given draft decision was not examined by the specialised commissions and does not even refer to an emergency, because the block was not affected. According to him, the block should have been only included in the list of buildings that will undergo capital repairs this year.
The head of Centru district Vladimir Sarban said that though the specialists established that the block was not affected by the landslides, the residual waters leaking from the damaged pipes still pose a threat. He also said that the roof of the building and the drainage system should be repaired so that the water does not get into the land after rain.
According to the councillors, the investigations into this case should reveal whether the Municipal Mortgage Agency that is building the given block carried out all the works according to rules and if it has all the documents needed to start the construction, including the underground car park.
A number of councillors said that if it turns out that the Municipal Mortgage Agency committed violations, it should be obliged to cover a part of the costs of repairing the block and fitting the adjoining territory out.
