Clarification on presence in public places

The relaxed restrictions on presence in public places during the state of emergency refer only to parks, not yet to other public places, such as forests, playgrounds, sports grounds and recreation areas. Such a response was provided to Ombudsman Mihail Cotorobai, IPN reports.

The response received from the Government’s secretary general says that under the Commission for Exceptional Situation’s ordinance of March 23, the presence of persons in public places is banned as of March 25. The ordinance enumerates these public places. In its ordinance of April 24, the Commission states that walks in parks are permitted as of April 27, but in groups not larger than three persons and by maintaining social distancing.

Mihail Cotorobai requested the authorities to specify the rules concerning the presence of persons in public places so as to avoid the imposition of disproportionate punishment.

The police since March 17, when a state of emergency was declared in Moldova, imposed fines totaling 35 million lei for violating the restrictions placed by the Commission for Exceptional Situations, based on over 1,700 contraventions. According to the Ministry of Home Affairs, 64 business entities, 32 passenger carriers, 1,625 private individuals and 26 priests who didn’t obey the epidemiological measures were penalized.
