Civil society asks for common Moldova–EU roadmap

The Moldova – European Union Civil Society Association Platform calls on the Moldova – EU Association Council to approve a roadmap that would stipulate deadlines for fulfilling the conditions needed to hasten the reforms imposed by the Association Agreement. In a position note concerning the process of implementing the Association Agreement between Moldova and the EU, representatives of civil society say that these time limits must be set for conditionally resuming the provision of direct budget support by the EU so as to support reforms as soon as possible this year, IPN reports.

The Moldova – European Union Civil Society Association Platform said it will monitor how the overdue commitments agreed as a result of the March 14 meeting of the Association Council are fulfilled. For the purpose, in May it will produce an alternative report on the progress made by Moldova in March-May.

As regards the implementation of the document so far, civil society notes that in the area of prevention of domestic violence the authorities are late in adopting legislative amendments to increase the efficiency of the system for protecting and supporting the victims of violence. As regards the ensuring of the observance of the rights of the Romani people, even if a plan of action for supporting this minority was adopted, no financial resources were allocated for implementing it. The reform of the prosecution service has been done even if the Law on the Prosecution Service was adopted in the second reading only recently and the final text of the bill wasn’t known, given the amendments proposed by a group of MPs.

Civil society asks to immediately adopt the package of laws on the National Integrity Commission and the related laws in the form in which these were consulted with NGOs and the development partners. It ascertained that the actions of the justice sector reform for 2012 – 2015 were only 55-70% carried out. It also says that given the importance of the banking sector reform in Moldova, the delay in transposing the EU Directives and Regulations in the financial-banking sector of Moldova is inexplicable.

The representatives of civil society encourage the supporting by the EU and its member states of projects that contribute to building confidence between the two banks of the Nistru River, in particular as regards the implementation of the Free Trade Agreement.
