Civic activists ask municipality to stop corruption and discrimination against honest functionaries

The municipality of Chisinau should renounce the practices of discrimination against honest functionaries who are not loyal to the system and who want to do something good for the city, and should abandon all kinds of pretexts for getting rid of functionaries who oppose corruption schemes and aim to ensure transparency, civic activists Iana Verber and Lidia Vinogradova stated in a news conference hosted by IPN.

“On March 13, on a radio TV station, our mayor Ion Ceban said that acting head Karl Luganov should be fired from the post (manager of the Animal Control and Protection Unit of the General Housing and Amenities Division) because he forms part of the PAS. I want to note that these statements are absolutely discriminatory and populist. In reality, this subdivision properly fulfilled its duties. It implemented a lot of projects for the benefit of the city in order to solve the problem of stray dogs,” said Iana Verber.

According to her, it is absolutely unreasonable to make accusations of incompetence against a person owing to the political preferences of this. Immediately after the mayor made those statements, Karl Luganov was informed that a disciplinary commission was constituted, but he could not be accused of something after this commission held a number of meetings. The goal of this commission was to fulfill a political order. Such examples are many in number, including at district head’s offices, municipal enterprises or even at the office of the deputy mayor.

Iana Verber noted that what has happened in the recent past shows that those from the municipality try to shift responsibility for their failures onto those who really worked. 

Civic activist Lidia Vinogradova said that the first commission that was constituted didn’t identify any violations committed by Karl Luganov. But his superiors didn’t give up and created one more commission that blamed him for not responding to three petitions. “Three petitions without a response out of about 100 petitions. Shall the people be hired for such things?” asked rhetorically Lidia Vinogradova.

She noted that the work done by the subdivision led by Karl Luganov is ignored, namely: electronic supervision of animals from the city necropolis; inspections; numbering of stray dogs; projects implemented together with veterinary clinics; meetings with all kinds of experts, representatives of the police and state institutions. “If I enumerate all the accomplishments, I will need a lot of time to do this. Imagine all these accomplishments against three petitions without a response. If all the functionaries are fired because they do not resound to petitions... The people do not come to work only because they need to respond to letters and calls. They deal with problems experienced in the city, work out and implement policies and strategies in their area of activity,” stated Lidia Vinogradova.
