City Hall to disclose information on way of issuing an estate certificate to a MIA employee

The counselor of “Our Moldova Alliance” faction, Oleg Cernei requested from the officials of Chisinau City Hall to make public the information regarding the way in which an employee of the Ministry of Internal Affairs (MIA) received an apartment. The estate certificate, issued on 16 July 2006, for an apartment with the total area of 88 square meters, was not handed to the respective person, but to the Minister Gheorghe Papuc.
This petition was submitted on October 12 at Thursday’s meeting of the Chisinau Municipal Council (CMC) and aimed especially at the Legal Service and the Dwelling Department. Cernei made reference to a reportage recently broadcasted by Pro-TV Chisinau, which specifies that a MIA employee found his apartment distributed by the City Hall repaired and luxuriously furnished. At the same time, he did not find the estate certificate at the City Hall, but at Minister Papuc, who threatened him to stop trying to recover his apartment. Afterwards, the given apartment, situated on the first floor of a multi-storied house, was soon the target of a grenade explosion.
Cernei highlighted that the City Hall should inform the municipal councilors in detail about the way in which the estate certificate reached other persons than the respective one.
Also, he asked to inform CMC to whom the decision of remitting the certificate belongs - the interim mayor or the Council. “I consider that this conflict is triggered from interior, and the blast occurred at the mentioned apartment block is due to the fact that this tenancy certificate was delivered to the wrong address”, Cernei added.
An interpellation in this respect was also made by the independent advisor Ion Mamaliga.
