Citizens have reported at least 33 voting incidents, Promo-LEX Observation Mission

The Promo-LEX Observation Mission received at least 15 phone calls and at least 18 messages on social media, before 18:30, regarding incidents occurring over the course of election day. In an IPN press conference, Pavel Postica, the head of the Observation Mission, said that the incidents reported by citizens refer to organized voter transportation, electoral campaigning on election day, voter corruption cases and phone calls urging to vote in a certain way from supporters of candidates.

"We assure you that the Promo-LEX Observation Mission does everything in its power in order to ensure a fair and efficient observation of the electoral process. We consider it necessary to point out that the Mission only includes information in its press releases/reports that was either directly monitored by Promo-LEX observers or was corroborated by multiple sources", said Pavel Postica .

"Considering our human resources, it is difficult to verify all the received complaints on election day. Some complaints are analyzed over the course of election day, other will be analyzed in the coming days, while the results will be presented in the Mission's subsequent reports", said Pavel Postica.

The head of the Observation Mission added that it is not the role of observers to decide whether certified incidents can affect the outcome of the election. This role lies with the courts and electoral candidates who consider to be affected by the violations. "If 20 cases of voter transportation to the polling station were registered, while the difference between candidates is 5 votes in favor of the candidate who organized the transportation, then we can suspect that the incidents affected the results", Pavel Postica exemplified.

In the second round of the local elections of November 3, the Promo-LEX Mission has 41 mobile teams that monitor the electoral process in 384 level one and level two constituencies. Another 307 short-term observers were delegated to polling stations located in Chișinău and in the suburbs. The observers will also carry out the parallel counting of votes for the position of general mayor of Chișinău.
