The citizens will be able to exchange money at currency exchanges without IDs if the sum does not exceed 10,000 lei. This is provided in a bill that was given a final reading by Parliament, IPN reports.
The bill comes to introduce such new notions as “virtual currency” and “virtual currency service provider”. According to the sponsors, the changes are necessary given the swift development of this sector and the risk of abusive use of virtual currency with the aim of laundering money or financing terrorism.
The ‘active crypto’ term will be introduced in the legislation. Under the bill, the licensing of crypto exchange platforms at national level is banned. The Moldovans will be allowed to perform activities with crypto only through the agency of authorized financial institutions within a limit of 50,000 lei a month. A bank account/card account will need to be opened in the name of the person who trades in crytocurrency.
The legislative proposal obliges bailiffs to report information about suspicious transactions to the Service for Prevention and Fight against Money Laundering.
The bill was drafted on the recommendation of the MONEYVAL Committee of the Council of Europe and transposes a series of European directives in the field.
