Chisinau's reaction to Tiraspol's intention to impose penalties for personal data transmission

Chisinau will request Tiraspol to abandon the initiative to penalize persons who will collect, store and transmit personal data to foreign citizens, organizations and authorities. Chisinau considers such an initiative is illegal and abusive and will ask the Transnistrian administration to respect the human rights in accordance with the requirements of the national legislation and the standards of international law.

In a response to IPN, the Bureau for Reintegration Policies said that through the existing dialogue channel, at the level of chief negotiators for the Transnistrian settlement process, a notification will be sent to Tiraspol with the request to immediately cancel this initiative.

According to  the draft submitted by the self-styled "prosecutor general" of the Transnistrian region, the so-called "cross-border" transmission of data could be punished with a fine of $1,800 to $2,700 dollars or up to eight years in jail. If the information is transmitted by a so-called "organized group", the penalties will be harsher: fines of $2,700 to $3,150 dollars or up to 10 years in prison.

The Promo-LEX Association in a press release said that the so-called "draft law" complements other measures by which Transnistrian bodies hide the identities of those responsible for illegally sentencing the inhabitants of the region to detention, in conditions equivalent to torture. Through this bill, the Transnistrian bodies will have a new tool to silence critical voices and discourage the inhabitants of the region from transmitting information about the illegalities and abuses taking place in the region.
