Chisinau supports the working agenda proposed by the Italian OSCE Chairmanship for the Transnistrian settlement, but proposed two more priorities that refer to the ensuring of human rights and the situation in the Security Zone, Deputy Prime Minister for Reintegration Cristina Lesnic stated in a news conference held in concert with the Special Representative of the OSCE Chairperson-in-Office for the Transnistrian Settlement Process Franco Frattini, IPN reports.
Cristina Lesnic said the discussion with the Italian official was based on consensus. There were discussed different subjects, including the situation of the Moldovan-administered Latin-script schools, apostilling of university diplomas, return of the farmland, criminal cases started against officials and inclusion of motor vehicles owned by Transnistrians in international traffic. “In the discussion, we noted that we have solutions that will be proposed to the Italian OSCE Chairmanship for launching this dialogue, but we need the punctual contribution of all the players involved in the talks,” stated Cristina Lesnic.
She underlined the necessity of cooperating more intensely, given the complexity of the subjects and reaffirmed that Chisinau is ready to identify solutions for both banks of the Nistru, but based on the maturity and consistency of discussions. “We talked about the cooperation formats 1+1 and 5+2 and the additional measures needed to stimulate an efficient and coherent dialogue. I’m firmly convinced that the visit paid by the OSCE Special Representative to Chisinau and the discussion held today conveyed a clear message – that Chisinau is making substantial effort for the commitments assumed at international level to be fulfilled, while the dialogue with Tiraspol should be permanent so as make sure that the people from both sides of the Nistru enjoy freedom, security and opportunity,” stated Cristina Lesnic.
For his part, Franco Frattini said he supports the Moldovan Government’s plans to ensure security and to promote human rights. A new round of talks in the 5+2 format could be held in Rome in May and this will center on all the eight subjects that should be dealt with by summer. It is very important to ensure cooperation, dialogue and mutual confidence as concrete results can be achieved only this way.
The official also said that the Republic of Moldova could give a very good example of conflict settlement based on compromise and mutual confidence. The decisions and compromise should come from the decision makers from Chisinau and Tiraspol. The Transnistrian region should enjoy a special status that will not affect the territorial integrity and sovereignty of the Republic of Moldova and this depends on the two sides as the OSCE can only support the process.
The OSCE Chairperson-in-Office’s Special Representative for the Transnistrian Settlement Process Franco Frattini is paying a visit to the Republic of Moldova from 26 to 28 March. He will hold talks with President Igor Dodon, Prime Minister Pavel Filip and executive coordinator of the majority coalition Vlad Plahotniuc. He will also meet with resident ambassadors of the “5+2” negotiation format. In Tiraspol, Franco Frattini will meet with the Transnistrian leader Vadim Krasnoselski and the Chief Negotiator of Transnistria Vitaly Ignatiev.
