A Chisinau residents accuses several city hall clerks of having authorized a illegal construction, though alleged power abuse, in the courtyard of her house on Bernardazzi street. The municipal officials reject the accusations.
Eugenia Gogan told a news conference, Wednesday, that the story had started in 2005, when an individual Aurel Calmas started the construction. Initially the building was supposed to have two stories and an attic, but it turns now having 6 stories.
“In addition to building four stories more, Aurel Calmas extended the area on which the house was built. He bought 37 sq.m. But built the block on 154 sq.m.” the woman said.
“We sued him three years ago, but our application was rejected since his documents were expired. Despite the irregularities, deputy mayor Nistor Grozavu, chief architect Vlad Modarca, and the head of Construction Discipline Direction – Gheorghe Raileanu, prolonged the authorization,” he said, adding that an ordinary citizen cannot fight the administrative machine. “Although the slogan 'Your Can Stop Corruption' is posted all over the city, I can tell you I cannot fight this phenomenon being an ordinary citizen,” Eugenia Gogan said.
Her neighbors say the block prevents large trucks to enter the courtyard, and they wonder how a firetruck can enter it, in case of a possible fire.
On the other hand, the owner's wife Viorica Calmas says the construction is legal with all the papers in good order.
When asked by Info-Prim Neo, the PR direction of the City Hall has quoted chief architect Vladimir Modarca as having authorized but but two stories and the mansard. “Now that building has 5 stories and a mansard and it's illegal. The prosecutor's office and the Construction Inspectorate have already been informed and the decision to be taken will probably be to demolish it,” Vladimir Modarca is quoted as saying.
