The Reintegration Ministry is considering the refusal of the Transnistrian side to negotiate the package of documents handed by the Moldovan president to the Transnistria leader later last year, Info-Prim Neo has learnt from Gheorghe Balan, direction head of the ministry. The package of documents was handed by Vladimir Voronin to Igor Smirnov at their last meeting on December 24, 2008. It contains Moldova's proposals on settling the Transnistrian conflict, and a set of trust-building measures between the two parties. According to the so called deputy foreign ministry from Tiraspol, Aleksandr Malyarchuk, “Chisinau's proposals do not take into consideration the opinion of the Transnistrian people, and do not correspond to the international law by form.” The response of the Transnistrian side comes three days after the reunion leader Smirnov had in Moscow with Russia's foreign minister Sergei Lavrov. The Russian Foreign Ministry then called “Moldova and Transnistria to reject unilateral approaches” and insisted on the recognition of the equality of the parties in talks. Russia ensured Smirnov it will send him humanitarian aid.
