Chişinău Municipal Council will examine regulation on construction of top storeys

The commission for construction, architecture and land resources has approved and released for examination at the next session of the Chişinău Municipal Council a draft regulation regarding the construction of top storeys in the capital. The deputy chief of the municipal department for community dwelling and planning, Alexandru Ftomovici, told Info-Prim Neo that the document envisages an expertise of residential blocks in order to establish which of them are good to build upper storeys. The local public authorities will hold a contest for investors willing to carry out such projects. „We shall choose the best one who satisfies both the authorities and the residents,” he said. Mr Ftomovici also specified that the executive administration had first ordered that the projects were implemented in five-storey homes, but then it held back the plan in order to see which buildings were actually good for the projects. He noted that the department had learned the experience in similar actions from Romania, Russia, Ukraine, the Baltic States, Poland, Denmark. Top storey apartments will be cheaper than the existing ones, and they will be meant for young families who cannot afford an apartment. The head of the municipal commission for construction, architecture and land resources, Pavel Caba, told Info-Prim Neo that the initiative is necessary for the city, where buildings are deteriorated and aging. The roofs had been built in other times, by using old technologies and old materials. For this reason, the new storeys will resolve the problems around leakage and the city hall will no longer have to spend thousands of lei every year for roof repairs, Caba stated. The future contractor will build a good roof and residents will no longer suffer from cold. In addition, the new storeys will give more residential, commercial, and administrative space to the capital, and will improve the look of the city, he noted.
