67 kindergarten do not receive heating in Chisinau. The average temperature in those institutions varies from 9 to 16 degrees Celsius and is maintained with electric heaters, Info-Prim Neo reports. “If the schools can function because the children are bigger, the situation in kindergartens is critical,” deputy head of the Education Direction Gheorghe Suceveanu told the staff meeting of the Chisinau City Hall on November 10. He says the electrical cables hardly resist the high tension. The situation will get worse if the state of things is maintained. Chisinau's Mayor Dorin Chirtoaca has instructed his subalterns to agree with the parents to halt the education process in case the situation becomes critical. He calls this situation “Moldova-Gaz's absurd and stupid blackmailing.” He also says “the criminal blow” on children has no legal ground, Moldova-Gaz has claims to the City Hall without having a legal relationship with it. According to Finances Direction Head Maria Caraus, the education institutions from Chisinau do not have debts for heat. Also patients in hospitals have to suffer. According to Health Direction head Mihai Moldovanu, 18 hospitals are not heated. The most difficult situation is in the hospitals for children. The average temperature in wards is 9-10 degrees, a reason why only the patients in emergencies are admitted to the hospital. The kindergartens and hospitals started to receive heating on October 27, while the schools were to start receiving heating as from November 10, after the vacation. The heat distributor Termocom halted the heat to Buiucani and Centru sectors of Chisinau and to several suburbs. It invokes the halt of Moldova-Gaz's deliveries. The Chisinau Municipal Council (CMC) allocated 36 million lei on November 7 as Termocom asked to pay its debt to Moldova-Gaz. The natural gas supplier stated it would not resume the deliveries until the CMC adopts a heat tariff of 820 lei per 1 Gcal. Now the tariff is 540 lei. One third of Chisinau's residents still don't have heat and hot water in their apartments.
