Chisinau in middle of rankings by safety indicators

The municipality of Chisinau is situated in the middle of rankings that include over 400 European cities by safety indicators in 2017-2021. Over 19,000 offenses were committed in the municipality of Chisinau in the period, IPN reports.

The public policy study “Implementation of “Safe City” concept in the municipality of Chisinau” was presented by Ion Gulei, a scholar of the Public Policies for Development program. The author noted that in Chisinau there are no cameras for supervising public order and security. The lighting devices are distributed non-uniformly and there are more ordinary lighting devices than LEDs.

The study was carried out in 2022 due to the need to identify the threats and weaknesses of the public authorities in the maintenance, ensuring and restoring of public order in the municipality of Chisinau.

Adrian Ermurachi, mentor within the Public Policies for Development program, said the analysis shows the situation in the municipality of Chisinau as regards statistical data and the position as a city is not so good as it seems at first sight.

Alexandru Tocarjevschi, head of the Public Order and Security Division of the Ministry of the Interior, said the Ministry is in the process of finalizing different public policies, including as regards the technological modernization of the public and road safety system. “It goes to the policy to digitize the internal affairs system for improving the quality of the service, of intervention for the citizens to feel safe,” said the functionary.

Igor Bivol, vice director of the Ministry of the Interior’s IT Service, said the Ministry has a video surveillance system and has experience in implementing the technology, but normative framework needs to be adopted to secure the legality of the system and to specify the roles of each of the participants.

The study was conducted in the framework of the Public Policies for Development Project that is implemented by the Institute for European Policies and Reforms (IPRE) in cooperation with and with financial support from Soros Foundation Moldova.
