Lawyer Dumitru Cucu said the head of the Health Division of the Chisinau Municipal Council Mihai Moldovanu acts illegally, terrorizing the heads of Chisinau medical institutions and dismissing a number of chief doctors from posts groundlessly. In a news conference, Dumitru Cucu said that he represents Diana Noroc, former director of the Municipal Clinical Hospital No. 4, and Nicolae Starciuc, former director of the Municipal Children’s Hospital “V. Ignatenco”. Contacted by IPN, Mihai Moldovanu said the procedures for discharging the two managers were absolutely legal.
Dumitru Cucu related that in Nicolae Starciuc’s case, there were found two orders signed by Mihai Moldovanu, both with the same entry number and the same date. By one order, Nicolae Starciuc is dismissed from the post of director of “V. Ignatenco” Hospital, while by another order he is named vice director. Mihai Moldovanu exceeded his authority, as in the case of Diana Noroc. Even if there are court decisions ordering reinstating the two in their posts, the head of the Health Division does not implement them.
According to the lawyer, the authorities want to liquidate the Municipal Clinical Hospital No. 4 as the Chisinau Municipal Council adopted a decision on its reorganization. They want to appropriate the 1.5 ha of land situated near the medical institution.
Mihai Moldovanu said that Nicolae Starciuc was dismissed from the post of director based on his application, by which he asked to be moved to the post of vice director. “He now holds this post and receives salary,” he stated. As regards Diana Noroc, the Health Division head said she was named to post by an order made by the mayor general, who later abrogated this order. Afterward, there was designated an acting director.
