Chisinau has at least 20 ongoing constructions with problems

The municipality of Chisinau has at least 20 constructions with problems, Chisinau Mayor General Dorin Chirtoaca says. He asked the district heads to inspect all the ongoing constructions in order to find the ones with expired construction authorisation or those which run counter to the interests of the population. Chisinau chief architect Vladimir Modarca says that the reason generating the appearance of “problematic” constructions is the excessive centralisation of the issuance of authorisations, without any coordination with the district offices. The district heads say that the population should be asked about the opportunity of building an edifice at the moment when the decision is taken by the Chisinau Municipal Council, but not when the construction authorisation is issued and when the company invests part of its funds in the building site. Also, the district heads say that the work continues at the building sites even at night and the generated noise is disturbing the inhabitants of the zone. Conflicts also occur when the edifices are built in the green areas or inside the quarters. At the same, the district heads say that they do not have the appropriate legal leverages to stop the unauthorised constructions. The local authorities decided to conduct a detailed study on city's constructions and to present the Chisinau Municipal Council a draft regulation which would contain all the necessary provisions for solving the existent problems. Under a recent mayoral ordinance, the district heads must post up information panels at each ongoing construction in the municipality of Chisinau.
