A group of people from Chisinau said that a construction erected in the yard where they live, at 40 Mateevici St, was demolished even if they challenged the demolition prescriptions in court. According to them, this is one of the acts of intimidation by which attempts are made to persuade them to sell their homes.
Dweller Andrei Stavinschi, in a news conference at IPN, said that everything started after several apartments in the same yard were bought by the former head of the Privatization Division of the Chisinau City Hall Raisa Timofei in 2016. Later, in 2018, the former functionary sold the apartments bought earlier to her son-in-law Vasile Lesni. The new owner tried to persuade them to sell, but then started to intimidate the dwellers who refused to sell their homes.
Andrei Stavinschi said that recently the dwellers were visited by representatives of the Centru district head’s office. The new owner of the three sold apartments notified the district head’s office that there are unauthorized constructions in the common yard. There was a garage where the dwellers stored tools and building materials. They disputed the demolition prescriptions, but the court didn’t pronounce owing to the state of emergency.
Immediately after the state of emergency was lifted, employees of the district head’s office on May 15 demolished the garage without waiting for the court decision. According to Andrei Stavinschi, this is a serious violation of the right to justice.
The dweller also said that a criminal case over falsification of documents was started against the former functionary, while her son-in-law is investigated for intentional damaging of foreign property. But the two cases stagnate.
The man noted that the dwellers were blackmailed by the two. They were told that if they do not sell their apartments, persons with tuberculosis will be lodged in the neighboring apartments. The neighbors are scared and have to regularly do medical examinations, especially because ill-intentioned tenants lived in those apartments, behaved indecently and damaged common use goods.
The news conference titled “Four-year-long raider attack on yard from 40 A. Mateevici St of Chisinau municipality” forms part of the series of conferences held in the framework of IPN’s project “Injustice Revealed through Multimedia”. The project’s partner is the Lawyers Union of Moldova. IPN Agency does not assume the right to decide if the organizers of news conferences are right in the cases about which they will speak as this is the exclusive prerogative of justice, but the exaggeratedly long examination period of these cases, which is much longer than the law allows, can be considered an act of evident unfairness and injustice.
