Chisinau City Hall and Green Hills Nistru in litigation over construction

The Ministry of Culture, the Chisinau City Hall and the National Library are against the construction of a multifunctional sociocultural center on 31 august St, between the two blocks of the Library. In a news conference, jurist Alexandru Levinschi, the representative of the National Library, said the company that is erecting the building - Green Hills Nistru – does not have a construction authorization. At the same time, the representatives of the company say that their documents are in order and they are in litigation with the City Hall because it does not allow them to build, Info-Prim Neo reports. Alexandru Levinschi said the project submitted to the Culture Ministry’s National Expert Council for Protecting Historical Monuments was rejected for the reason that the two buildings of the National Library classed as monuments of national importance are located on that street. Ion Stefanita, the head of the Monument Inspection and Restoration Agency, said the given company has only an urbanism certificate issued by the City Hall’s General Urbanism and Architecture Division, which allows only designing the construction project. According to Ion Stefanita, the two buildings of the National Library are protected by the state and nothing can be built within an area of 100 meters from them. Valentina Urechean, specialist of the City Hall’s Legal Division, said that Green Hills Nistru does not have the documents needed to erect the building. The only document it has was signed by the former head of the Culture Ministry’s Patrimony and Tourism Resources Division Nicolae Raileanu, who did not have the right to issue it. The Court of Appeals will examine this case on December 23. Earlier, the lawyer for Green Hills Nistru Iurii Chirica told Info-Prim Neo that the company obtained all the necessary documents at least a year ago, both from the State Construction Inspectorate and the Ministry of Culture. The company is yet in litigation with the City Hall, which neither issues the authorization nor bans the construction of the building.
