Chisinau chief architect is back to work

The chief architect of the municipality of Chisinau, Vladimir Modarca reassumed his office following a court decision to that effect.
Modarca told Info-Prim Neo that after the European Court of Human Rights ruled in his favour in a case against the Government of Moldova, he requested the court to annul this restriction, as well as the interdiction to leave the territory of the country. The court decision was presented to Mayor General Dorin Chirtoaca who has promptly said he will comply with the court decision, Modarca said.
The chief architect said that on the first day of work he acquainted himself with the new colleagues, examined what was done and what was not done previously and prepares for the Urban Council which will take place in the afternoon.
Asked to comment on the General Urban Plan which was approved without him and which was disputed by the representatives of several specialised institutions of Moldova, Modarca said the Plan is good and in general continues those two general urban plans worked out by his predecessors. “On the whole I am pleased, but I will be able to offer more details after I study all the documents”, he added.
Modarca was arrested by the Centre for Combating Economic Crime and Corruption in 2004, together with another three local public servants, being accused of authority abuse when privatising a land. In May 2007, ECHR found that the Moldovan authorities violated article 3 of the European Convention on Human Rights (prohibition of torture) and several provisions of article 5 (right to freedom and security). The Court in Strasbourg obliged the Government of Moldova to pay Vladimir Modarca a total sum of EUR 8800 for pecuniary and non-pecuniary damages.
