The Ministry of Education and Youth failed to budget its expenses so as to cover the difference in tariffs for heat for the institutions under its subordination, therefore the residents of university dormitories are compelled to pay a charge of 540 lei per Gcalorie instead of 244 lei charged from everybody else in the city, said Mayor Dorin Chirtoaca at a City Hall meeting on Monday. Chirtoaca explained that he got this information from a complaint filed by the Council of College Directors of Moldova to the City Hall. “So, it turns out that the local administration earmarked the money to compensate its institutions for the difference in charges, but the central administration didn’t”, said the mayor, labelling such actions as discriminatory and unfair. The Mayor instructed Deputy Mayor Mihai Furtuna to develop a set of measures to support the residents of dormitories, so that they can get compensations for heat too. “If the municipality can do this, the Government can certainly do the same”, the Mayor remarked. Mihai Arusoi, commercial manager of Chisinau’s heat distributor Termocom, informed that the company has signed contracts with compensations included only with the dormitories that form part of dwellers’ associations. In the other cases, the distributor charges 540 lei per Gcalorie, as paid by economic entities.
