Central public authorities exchanging experience

On Thursday, June 21, a meeting of the Central Public Authorities (CPA) has been organized by Government experts. This was the first meeting concerning the process of experience exchange related to the reform of the Central Public Authorities. Viorel Zabolotnic, the chief advisor of the experts group of the Government, said that the most important CPA achievements are: the bill on the public duties and the status of the public functionaries, the development of the automated informational system of directory of public functions and functionaries, and the CPA training. Representatives of the Customs Department, of the Ministry of Informational Development and the Ministry of Economy and Commerce were also present at the meeting. They have explained their own experience in reforming the institutions. Victor Onofrei, the representative of the Customs Department, gave a presentation about the reorganisation of the customs service, the development of a growth strategy for the institution and the concept of a single checkpoint. According to Onofrei, the activity plans developed by the Customs Department are in agreement with the provisions of the international documents, those of the UN, the EU, the World Customs Organisation and those of the assistance mission at the Moldovan-Ukrainian border. He also mentioned the importance of collaborating with the business organisations. The Ministry of Informational Development presented several electronic programmes that they use to keep track of the documents of the Moldovan citizens. The Ministry of Economy and Commerce presented some methods of cooperation among the institutions. The CPA reform focuses on the ministries and other central administrative bodies, including independent administrative institutions and their public services. The purpose of the reform is to create a new and efficient system of the Central Public Authorities, according to the governing principles of the EU countries and the Council of Europe.
