Vast processes to reform the legal system started in Moldova several years ago. The reforms were dictated by the necessity of ensuring the observance of human rights and will be brought to an end, Speaker Marian Lupu said in a conference held to mark 15 years of the foundation of the Center for Human Rights on December 10, Info-Prim Neo reports. “It is not an easy way. Society must change its attitude. We cannot speak about a broad reform of the legal system without the human rights institute. 15 years of work is a sufficient period of time for highlighting the essential problems of society. The legislative framework must meet the needs and requirements of today and tomorrow. A set of amendments concerning the basic human rights is now being drafted. The representatives of the legislative body must become more actively involved in ensuring the respect for the human rights,” said the Head of Parliament. MP Vadim Misin, who heads the parliamentary commission on human rights and interethnic relations, told the same news conference that after January 1, 2013 the commission will submit a proposal to increase the salaries of ombudspersons. He said that Moldova’s democratic development is a difficult process. The people complain about the quality of justice and the non-observance of the basic human rights. “Our approach to the justice reform is simpler. When they tell that the three-fold rise in the pays of judges will solve the problems encountered in the legal system, I, as a jurist, do not believe. At an international conference centering on corruption combating in 1999, the Prime Minister of Argentina said that they increased the salaries of all police officers, prosecutors and judges overnight so as to reduce corruption and in a month found out that those who took US$100 bribe started to take US$300 bribe,” said the lawmaker. The Center for Human Rights includes 11 ombudspersons whose aim is to facilitate the dialogue between the public authorities and society. During 15 years of work, the Center provided services to over 66,000 people.
