Among the important events of 2021 that had a decisive impact on the political life and on society was the Constitutional Court’s decision by which snap parliamentary elections were caused and these were held in July. Contacted by IPN for comments, political experts Veaceslav Berbeca and Cornel Ciurea said the CC’s decision is the main event of 2021 with a significant impact.

“The first event we can emphasize is the Constitutional Court’s decision that enabled to announce snap parliamentary elections. For their part, these elections had a considerable impact on the political developments in the Republic of Moldova. We witnessed results that many people didn’t expect. Not many anticipated we will have a party that would have a parliamentary majority, as PCRM did in 2001 – 2009. What happened in July upset many forecasts. We hadn’t had a pro-European party with a comfortable majority earlier. As a result, a monochromatic government was formed,” stated Veaceslav Berbeca.

The expert assessed the PAS Government’s work, saying the current administration is still adjusting and trying to realize how to start and manage things. “I haven’t seen an economic development plan, which we would like to see. The fight against corruption is very important, but lasts long. We are also interested in economic development as we are the poorest state in Europe and I see a problem here,” said Veaceslav Berbeca, noting PAS’ rating declined due to the socioeconomic problems.

According to the expert, in 2022 we can see particular Cabinet reshuffles. Some of the ministers are not very active, but they should come up with clear working plans to show what they intend to do in the near future to overcome the problems in their sectors of responsibility. Some of the ministers haven’t showed they are in the right place and could be replaced.

The expert also noted the Venice Commission’s opinion about the law on the prosecution service, which recommended the Government to slightly change emphases in the justice sector reform. “The way they started is probably not the best one. Things should be changed. They launched the justice sector reform as a chivalrous attack. Accents should be changed as particular things should be respected for the wanted rule no law to be built,” started Veceslav Berbeca.

According to Cornel Ciurea, the Constitutional Court’s decision by which snap parliamentary elections were caused is indeed the main event of the political year 2021. But this was an incorrect decision that set the tone of the further political developments that culminated with the coming of PAS to power. But this party defies the democratic rules. The negotiations on the gas price that showed Russia’s importance for Moldova and the fact that Moldova cannot support only one geopolitical pole was the second major event.

The expert criticized the PAS Government’s work. “For now, the Government is adjusting itself and cannot yet push the right buttons. It makes many mistakes and we don’t know if this is a trial period after which the Government will act much more competently or this series of mistakes will continue for an indefinite period. We don’t know if the Government will learn from the own mistakes or not,” stated the political commentator.
