Carabineer troops to be reorganized

The carabineer troops will be integrated into the police system by keeping their military status, institutional individuality and independence in operational activity. The strategy for reforming the carabineer troops for 2017-2020 and the plan of action for implementing this were approved in the April 12 meeting of the Cabinet, IPN reports.

In accordance with the models of European states, a dual police system will be created by clearly delimiting the powers to maintain, ensure and restore public order, avoiding the doubling of powers between the police and carabineer troops.

At the initial stage of the reform, the task of maintaining public order will be entrusted both to the police and carabineers. Afterward, when the necessary equipment level is reached, the carabineers will take over the duty to restore public order in situations of internal tensions and turmoil all over the country.

Special importance in doing the reform will be attached to the process of gradually replacing the conscript soldiers with professional personnel so that the service members working on a contract basis represent 100% by the end of 2020.

The costs related to the implementation of the strategy’s plan of action will be covered with state budget funds and funds provided by the development partners.
