The candidate for the post of mayor of Balti municipality Ruslan Belousov, in a news conference at IPN announced that he and his team of candidates for the post of councilor intend to reform the administration of Balti municipality immediately after the June 14 local elections. The candidate said he will suggest holding a referendum on moving the capital city from Chisinau to Balti.
“Given the operational preconditions for achieving the objectives to develop the municipality of Balti and the North Development Region on the whole, we announce our intention to hold a referendum on moving the capital city of Moldova from Chisinau to Balti. We consider this will first of all favor the attraction of investments to Balti town and will help develop the region’s economy. Secondly, this will contribute to separating the powers in the state, only if the legislative power and the public executive institutions that ensure national security move to Balti, with the government remaining in Chisinau,” stated Ruslan Belousov.
He said that for the referendum to be held, Article 14 of the Constitution will have to be amended. This way a national wave expressing the wish to modify the whole text of the Constitution will be launched. “The new Constitution will ensure not only the freedom of expression, but also the right to equality, justice and equity. After the adoption of this Constitution, it will be impossible to adopt laws that do not meet the interests of the majority of people,” said the candidate.
Ruslan Belousov also said that he filed an application for joining the Civic Platform “Dignity and Truth” and is waiting for an answer to it. “We want to join this people’s movement in order to achieve the goal of reforming the local public administration in Balti and the central administration,” he stated, noting that he and his team will contribute to achieving the Platform’s objectives by mobilizing the human, financial and technical resources they possess.
