Campaign end is marked by intensification of competitors’ activism, Promo-LEX

Over the past two weeks of election campaign, the activism of contenders grew significantly, as did the number of cases of abuse of the administrative resource and of cases with voter corruption potential, and the volume of unreported costs estimated by Promo-LEX Association, shows the fourth November 5 general elections monitoring  report compiled by Promo-LEX, IPN reports.

The number of cases that Promo-LEX classed as abusive use of the administrative resource has doubled. In total, there were ascertained 77 such cases. Involvement in campaign activities of persons who hold public posts was ascertained in 21 cases, involvement of local public authorities in activities to promote election contenders – in 15 cases, attribution by election contestants of merits for public works/services financed with public funds – in 16 cases.

During October 6-27, Promo-LEX estimated a total sum of costs undeclared to the CEC of at least 2 159 207 lei, for campaign activities conducted by 24 political parties and 23 independent candidates.

The observation mission determined with concern that in the monitored period, the Commission for Executional Situations, without having been empowered by Parliament, intervened again in the organization and conduct of elections through its orders. At the proposal of the SIS, the CES temporarily suspended the broadcast licenses of six TV channels without providing comprehensive explanations about the factual and juridical circumstances that justify the restrictive measures.

The observers expressed their concern also about the tendency of particular election contenders to support independent candidates or candidates fielded by other political parties. They consider the supporting of particular independent candidates by political parties should be reflected in competitors’ financial reports.

There were also identified faults in electoral registers, such as presence of dead persons, incorrect assigning of voters to the polling station, absence of voters in the main rolls or writing of incorrect addresses. The CEC decided that the voters from Corjova commune, including from Mahala village, whose domicile is in Dubăsari town, will vote according to additional lists, as at the previous elections. Functionaries of local electoral bodies said they fear the ballots that will be transmitted according to the number of voters out on the main rolls could be insufficient. Promo-LEX reiterated that the problematic situation of the voters from Corjova should be solved urgently.
