The Civic Coalition for Free and Fair Elections called on Parliament to reform the system for financing political parties and election campaigns. It said that clear regulations and transparent financing are essential conditions needed to strengthen the people’s trust in political parties and politicians, while the removal of shortcomings is a crucial precondition for Moldova’s integration into the EU, IPN reports.
According to the Coalition, the reform of this system must be based on several elements. It must should the unwanted influence of money by ensuring a balance between the public financing and the private one. It is necessary to reduce the cap on donations so as to allow extending the donation base and diminish the influence of large donors.
The Coalition considers that the reform must take into account the necessity of ensuring gender equality in the political life as the women are insufficiently represented in Parliament and the local councils. The amendments that will be made should stipulate clear conditions as regards the transparency, reporting, monitoring and control. The imposition of penalties for violating the transparency and reporting requirements is indispensable for making the political parties responsible.
The Civic Coalition for Free and Fair Elections requested Parliament to involve the representatives of civil society in the process of debating and adopting legislative amendments that concern the reform of the system for financing political parties and election campaigns.
