CALC urges to avoid violations during electoral period

The Civic Coalition for Free and Fair Elections (CALC) which consists of 39 public organizations, calls on the state institutions, electoral bodies and election contenders to make effort for the electoral period, including the election campaign, to pass appropriately, without violations. Consequently, the citizen’s choice should be correctly reflected in the new local administration. In a public call, CALC enumerates a series of deviations from the provisions of the new Electoral Code and the adjusted normative framework. It also ascertains particular worrisome manifestations of abuse in the designation and announcing of candidates and activities to promote potential candidates before the official start of the campaign, IPN reports.

Together with the start of the electoral period, CALC identified a series of deviations from the provisions of the new Electoral Code or the adjusted normative framework and particular worrisome manifestations of abuse. Among these are the use of financial resources of a doubtful origin to promote potential election runners or candidates who have ties with the party that was declared unconstitutional, illegal use of the administrative resource by speeding public money to promote the image of potential election contestants, misinforming of public opinion by particular media outlets about the efforts made by the authorities to prevent the use of the administrative resource.

Also, the Government, instead of the Central Election Commission, improperly informed about particular measures to ensure appropriate conditions for the proper conduct of the November 5 local elections.

In this connection, the Coalition calls upon the electoral bodies, political parties, potential election contenders and other relevant players to obey the Electoral Code and the related legislation in the process of organizing the November 5 elections and to contribute to holding free, equal and inclusive elections for all the Moldovan citizens, not to use sexist calls and images and calls and images that incite hatred and discrimination, not to allow hate speech and instigation of discrimination against different social groups, not to use the administrative resource and to ensure the provisions concerning the representation quota of 40% and the placing on the lists of candidates for elective posts are observed. The media outlets should make sure that the principles of equity, balance and impartiality in covering the elections are ensured in the case of all election runners.

The Civic Coalition for Free and Fair Elections is a permanent, voluntary entity formed of 39 Moldovan public organizations whose goal is to contribute to the democratic development of the Republic of Moldova by promoting and holding free and fair elections in accordance with the standards of ODIHR (OSCE), the Council of Europe and the specialized institutions affiliated to these.
