Cahul becomes a safer city with an intelligent video monitoring system

An intelligent video monitoring system has been developed in Cahul, thanks to an investment of about 79,000 euro, made through the "EU4Moldova: Focal Regions" programme, funded by the European Union and implemented by UNDP and UNICEF. 

The intelligent video monitoring system includes 58 high-resolution IP cameras strategically located in intersections, streets, recreational areas, public institutions and waste collection platforms, an extensive fiber optic network of about 6 kilometres and high-performance software.

By installing video cameras in the city, the authorities will be able to prevent illegal dumping of waste, protect urban infrastructure from damage and optimize the logistical processes of public services, ensuring more efficient management of resources. This project is an important step in strengthening partnerships between local public authorities, regional waste management operators and law enforcement, with the aim of creating a safer and more efficient community.

"The inauguration of the video monitoring system in the municipality of Cahul marks an important step towards a safer and more secure city. This modern system will allow us to prevent and fight crime more effectively, intervene quickly in emergency situations and ensure a climate of order and safety for all citizens. We thank the partners who have contributed to the implementation of this essential project for our community", said Stefan Nucă, Chief of the Cahul Police Inspectorate.

The Video Monitoring Center, created within the Cahul Police Inspectorate, has been equipped with the latest technology, with the support of the EU and UNDP. The equipment includes a high-resolution video wall and high-performance servers, which ensure secure closed-circuit data storage for over 60 days. The centre also benefits from two modern workstations equipped with IT technology, which allow operators to respond quickly and efficiently to alerts, thus optimizing monitoring and response capacity.

The intelligent video monitoring system is equipped with advanced analytical software capable of categorizing vehicles, monitoring crowds and analysing events or incidents in real time. It is compatible with the Smart City platform, managed by the Cahul City Hall and allows interconnection with third parties through an external access module, thus facilitating collaboration between various institutions. 

The smart video monitoring system inaugurated in Cahul is modular, which will enable its further development by adding up to a thousand video cameras. A similar intelligent video monitoring system was inaugurated in November 2024 in Ungheni municipality.

The “EU4Moldova: Focal regions” Programme (2019-2025) supports intelligent, inclusive and sustainable social-economic development in the regions of Cahul and Ungheni to ensure better standards of living to the citizens. The programme has a total budget of 23 million euro, is funded by the European Union and implemented by the United Nations Development Programme (UNDP) and United Nations Children’s Fund (UNICEF).
