Cabinet determines priority Budget expenses

The Government has determined the priorities for the allocation of the State Budget funds in the next period. These include honoring the state’s external debt, personnel spending (salary payments), payment of stipends, pensions, compensations and social welfare, Info-Prim Neo reports.
The funds’ allocation will advance alongside with incoming payments to the budgetary accounts. In order to introduce unique rules in making payments other than those of high priority, in situations of budgetary restrictions, it is proposed to invest the Ministry of Finance with the right to establish the priority ranks of these expenses.
If at the moment of execution of the Budget plan the budgetary deficit rises, the Ministry of Finance may block expenses in order to maintain the Budget deficit permitted by the Budget Law, except for high-priority expenses.
