The business people in Moldova complain about political involvement in their work, saying the periods of political instability directly affect their businesses. An administrative reform is needed in order to overcome such a state of affairs, deputy head of the National Employers Confederation of Moldova (CNPM) Alexandru Slusari has told IPN
“The whole system must be reformed, at central level, as now, in situations of political uncertainty, a lot of people with executive posts do what they want and satisfy their own needs. The posts are distributed according to political criteria. Having power, those who hold these posts use them to make money for themselves,” said Alexandru Slusari.
He also said that the administrative reform must be done. It should be determined how many ministries are necessary, what functions they perform and what criteria are used to select functionaries. “There must be promoted the principle of meritocracy, not the nepotism and political favoritism. We must reduce the number of functionaries so that the remaining have higher salaries. The practice of naming persons to posts according to political criteria should be eliminated,” stated Alexandru Slusari.
According to him, clearer conditions should be formulated for participation in public procurement. “Political corruption must be eliminated from this process, in tender contests and when accessing funds,” said the deputy head of the National Employers Confederation.
The study “Major constraints to businesses in Moldova”, which was commissioned by the Confederation, revealed that the political influence on the business sector is regarded as a constraint by 8 in 10 enterprises. On November 12, the CNPM will stage a forum of Moldovan businesspeople where it will present the main constraints faced by them and policies to overcome the difficulties encountered in the field.
