Parliament passed in two readings amendments to the Law on Waste, according to which the incineration of waste must be carried out under rigorously controlled conditions. At the same time, an amendment was introduced that prohibits the incineration or co-incineration of used, whole and cut tires.
According to the project, the location of the incineration and co-incineration plants will be strictly regulated and their design, construction and operation will be carried out in accordance with construction and environmental norms.
Delivery and reception of waste at incineration plants will be carried out in compliance with the precautionary measures that ensure the prevention or limitation of air, soil, surface and groundwater pollution and other negative effects on the environment and human health, established by the Regulation on waste incineration approved by the government.
The incineration and co-incineration of waste will only be allowed within the units authorized by the Environmental Agency. Additionally, the legislative changes provide that the air and water emissions from the incineration and co-incineration installations of the waste do not exceed the emission cap established by normative acts.
