The building works in the municipality of Chisinau generate problems at all the stages – from authorization up to inspection of the execution of permissive documents, ascertained experts of Transparency International Moldova, who carried out a study of the authorization and execution of building works in the municipality of Chisinau.

In a news conference hosted by IPN, study author Mariana Kalughin said the research was aimed at analyzing the processes and the work of the authorities whose duty is to ensure the legality and quality of building works in the municipality and at formulating recommendations for improving the state of affairs. “In this connection, we pursued several specific objectives. One of them was to analyze the processes as such and, in particular, we focused on the approval of urban planning and territorial development documents as everything starts from here - authorization of construction works, inspection and punishment for violations,” noted Mariana Kalughin.

The study centered on two dimensions – the normative framework versus the implementation of this. The assessing of the authorities with duties in the field, namely the local public authorities, the National Council of Historical Monuments, the Agency for Monument Inspection and Restoration, the National Archeological Agency and the Agency for Technical Surveillance, was another specific objective.

The study makes reference to an audit conducted by the Court of Auditors, which identified deviations from the normative framework in the process of issuing building permits in the municipality of Chisinau in 2018-2019. These deviations affected the security of public heritage and of beneficiary citizens. But no responsible person of the City Hall was penalized, with one exception.

The audit covered 120 permissive documents (60 urbanism certificates for designing and 60 building permits) issued in 2018-2019 for “apartment buildings” or “residential complexes with shopping centers and underground car parks”. Of the 120 examined permissive documents, 100 (or 83%) were issued with deviations from the legislation, with several irregularities regarding one document being identified in some of the cases.

The study “Authorization and execution of building works in the municipality of Chisinau” was carried out as part of the project “Strengthening the democratic rule of law: contribution of civil society” that is implemented by Transparency International Moldova with financial support from the Embassy of the Netherlands.
