Broadcasting regulator to distribute radio, TV frequencies by contest

The Broadcasting Coordination Council (BCC) has announced a contest to grant licenses for the use of 21 radio frequencies and 37 television channels. Victor Pulbere, specialist of the BCC’s licensing department, has told Info-Prim Neo that a part of the radio frequencies put up for contest have become available after the licenses for their use expired. Among the radio frequencies to be distributed by contest are: 68.60 MHz – Talmaza, 89.60 MHz – Chisinau, 104.4 MHz – Cimislia, 107.5 MHz –Ceadar-Lunga, 69.74 MHz –Comrat, 102.7 MHz –Chisinau, 72.71 MHz –Chisinau, 71.00 MHz – Chisinau, 88.0 MHz –Chisinau, 90.50 MHz –Balti, 92.30 MHz – Ungheni, 92.60 MHz – Cahul, 71.66 MHz – Leova, and others. The list of TV channels put up for contest includes: channel no. 26 – Anenii Noi, no.38 – Basarabeasca, no.21 – Costesti, no.59 – Criuleni, no.48 – Floresti, no. 22 – Stefan Voda, no.45 – Taraclia, and others. The required documentation includes: application form; copy of the incorporation certificate; copy of the extract from the State Register detailing the legal address, the company’s administrator and founders, as well as the types of business activities allowed under the incorporation certificate; copy of the applicant company’s statute, properly certified, with all the changes to the statute attached; certificate indicating whether outstanding tax liabilities exist or not; act of preliminary purchase or rent of the needed equipment. The applicants shall also submit an editorial project which must describe the goals, tasks, broadcasting time and schedule (own program production shall not be less than 30 percent of the total broadcasting time), the topics of the programs and their share as a percentage against the total broadcasting time, the broadcasting language (programs in the official language shall constitute no less than 65 percent of the total time, except for the regions where Art.11(9) of the Broadcasting Code may be applied), the prevailing musical genre (in the case of radio stations), type of transmission (radio waves, cablecast, relay broadcast, terrestrial broadcast, transmission via satellite), covered area and target audience. The application documents must also be accompanied by a business plan describing the feasibility of the project, the organizational chart, investments to be made, group targeting and profiling analyses, etc. The deadline for submissions is 30 days from publishing the present announcement in Monitorul Oficial (Moldova’s Official Gazette) – March 24.
