More than 30,000 citizens chant in unison “Thieves in jail! Return US$1 billion!” and signed the petition addressed to European institutions by which the National Resistance Movement ACUM demands to investigate and prosecute the citizens of the Republic of Moldova who are to blame for money laundering and were involved in the theft of the US$ 1 billion. The initiators aim to collect 50,000 signatures.

The petition was signed online and in person by citizens from all the country’s districts and by expats. The National Resistance Committee ACUM decided to compile a petition because the Moldovan authorities recovered no money of the stolen US$ 1 billion (12% of the GDP). On the contrary, they continued to protect the persons involved in this theft.

The political parties submit inaccurate reports to the Central Election Commission (CEC), concluded “Promo-LEX” Association. The financial reporting model proposed by the CEC does not ensure full access to parties’ financial accounts. The lack of categories of costs and of report rubrics enable the rapporteurs to generalize the data, minimizing transparency of costs by categories. The CEC also tends to selectively treat the parties if they submit reports with delay, advantaging the ruling parties and disfavoring the extraparliamentary parties.

At least four parties (Shor Party, Democratic Party, “Our Party” and Party “Platform Dignity and Truth”) didn’t report costs associated with the organization of events totaling about 9 million lei. The Democratic Party, the Party of Socialists and the Shor Party in the promotional activities used the transfer of image from charitable foundations or limited liability companies that in their name contain names of politicians or are associated with these. At least 95 charitable activities were staged in their name, the non-reported costs being assessed at 2.4 million lei. “Promo-LEX” considers it is necessary to regulate the activity of the foundations that become involved in political activities and transfer imagine in favor of parties or party members.

Fines of 9,000 to 15,000 could be imposed on the Party “Moldova’s Patriots”, the Political Party “Patria” and the Party of Communists of the Republic of Moldova for presenting incomplete financial reports. The Political Party “Democracy at Home”, the Political Party “New Historical Option”, the Political Party for Moldova’s Union, the Republican Party of Moldova and the Political Party “Renaissance” haven’t yet presented the half-yearly financial reports.

The Political Party “Democracy at Home” and the Centrist Union of Moldova were requested to present within two weeks the corrected monthly information about their spending from state budget subsides.

In Germany, such things won’t do and it’s pleasant that trade between the Republic of Moldova and the Federal Republic of Germany in January – August this year exceeded US$ 460 million. The figure is by 36.54% higher compared with the corresponding period last year. By the volume of trade, Germany ranks fourth among the main global commercial partners of Moldova, with a share of 8.49% of Moldova’s trade.

Even if it has no experience in managing migration as a phenomenon (scandal concerning Turkish teachers of lyceum “Orizont” is relevant), the Republic of Moldova could be included in the list of candidate countries for hosing the Global Forum on Migration and Development in 2020. This is one of the global events that addresses migration issues. The possibility of applying was noted by the new head of the IOM Mission to Moldova Lars Johann Lonnback in a meeting with the Government’s secretary general Lilia Palii...

All of a sudden, the Republic of Moldova can be presented  to many countries as an example of implementation and utilization of the automated government procurement information system MTender, Deputy Director General of the World Trade Organization Allan Wolff stated in a news conference held on the sidelines of a regional workshop on government procurement hosted by Chisinau.

Allan Wolff referred to the one-week experience, as from October 17, 2018, since the MTender electronic government procurement system started to be implemented at all the public institutions of Moldova. Remember the scandal concerning the suppliers of spoiled food products to schools and kindergartens in Chisinau!

Justice is at the bottom of the sea, but it can anyway be taken out. Six years after passing the judgment on the case of Catan and others by which the European Court of Human Rights ascertained that Russia violated the right to education of the students of the Moldovan-administered Romanian language schools in the Transnistrian region, on October 23 the ECHR pronounced a new sentence whereby it found Russia guilty of violating the right to education of students of the boarding school of Tighina and obliged it to pay €64,000 damages.
