In a joint news conference of Prime Minister Maia Sandu and Commissioner for European Neighborhood Policy and Enragement Negotiations Johannes Hahn, the officials said they discussed the proposals for de-oligarchizing the country, freeing the state from captivity and building independent institutions that obey the law. There were also considered the priorities in the fight against corruption, investigation of the bank fraud and financial recovery in the context of the budget support and the program of macro-financial and technical assistance. “It was important to hear your commitment towards the Association Agreement and its implementation in the period ahead,” stated the Europeans official, noting that there is place for improvements.  

The informal leader of the PSRM, President Igor Dodon said the campaign prior to the local elections begins on August 20. The PSRM’s National Council agreed the first actions that need to be taken by the party. “A new period was kicked off in our country,” stated Igor Dodon. He noted they will do their best for the parliamentary majority formed by the PSRM and the Political Bloc ACUM to last long. In another development, the leaders of the PSRM said they will not accept party switching and will not accept MPs from other groups or independent MPs.

The commission of inquiry into the robbing of Moldova’s banking system and the bank fraud will hold the first hearings on June 24. The commission’s chairman Alexandr Slusari the list of persons who will be questioned includes former and current politicians, functionaries and experts. “We hope more persons will be invited for questioning in several weeks,” stated the MP. As to the commission’s activity, Alexandr Slusari said the members’ access to the materials collected by the previous commissions of inquiry, of 2013 and 2015, is restricted.

In a posting on a social networking site, former prosecutor of Chisinau municipality Ivan Diacov wrote that a contest to fill the post of chief prosecutor of the Anticorruption Prosecutor’s Office was announced in 2013. Prosecutors Ruslan Popov and Eduard Harunjen went through to the second stage. The Superior Council of Prosecutors that consisted then of 11 members chose Ruslan Popov by six votes to five. The decision was yet annulled on the pretext that the Council was to elect the candidate by seven votes to four. He advised then Ruslan Popov not to take part in the rerun contest. “When Popov applied again, the prosecutor general started a criminal case against him and he was removed from the contest,” wrote Ivan Diacov. “This is how Harunjen became chief anticorruption prosecutor. The bank fraud followed under the surveillance of…Harunjen.”

An International Monetary Fund (IMF) mission led by Ruben Atoyan will visit Chisinau during June 26 – July 10, 2019. The mission will hold discussions with the authorities in the context of the review of Moldova’s IMF-supported program under the Extended Credit Facility (ECF) and the Extended Fund Facility (EFF) arrangements, will update and assess the macroeconomic outlook, and discuss with the authorities their macroeconomic policies in the period ahead.

Very serious things happened in the recent past, including an anti-constitutional attempt that was well planned by those who usurped the power in the state. The Democratic Party attempted to keep power at any cost, stated Deputy Speaker of Parliament Ion Ceban. He noted the attempt was made using the Police, the Army and many other instruments, including upset people who were paid to stay in tents in front of state institutions and Constitutional Court judgements. Those who gave orders should be held accountable.

MP of the Party “Action and Solidarity” Vladimir Bolea said the six judges of the Constitutional Court should pass judgements strictly based on an analysis and not in accordance with the political situation in the country. “The biggest problem we see at the Constitutional Court is that by their actions of the last few days, the judges of this Court despised the CC, the notion of Constitution and High Court and I think a lot of time will be needed for the Constitutional Court to regain its value and the people to have the right perception of this,” stated the MP.

The local public authorities of the second level do not post reports on public procurement transactions of a low value and, respectively, quarterly, half-yearly and annual reports on the monitoring of the implementation of public procurement contracts on their official websites, “Promo-LEX” Association has said. The association monitored district councils, municipal councils (Balti and Chisinau), the People’s Assembly of the Autonomous Territorial Unit of Gagauzia, executive authorities, such as the district head, mayor general of Chisinau municipality, mayor of Balti municipality and the governor of Gagauzia. According to the monitoring report, the online communication channels continue to be most popular with the people in their intention to inform themselves about the activity of the local public authorities.  These were used more often than in the first half of 2018. This refers mainly to social networking sites.

The cooperation with a working group that is to be formed of representatives of the media and that will submit proposals for choosing members of the Audiovisual Council, the unjustified rise in rental for media outlets based in buildings managed by the Government and the problem of print media distribution are the priorities that will be discussed by the executive as matters of urgency, Prime Minister Maia Sandu stated in a meeting with representatives of the media and media organizations. The Premier enumerated the problems faced by the media outlets, saying the press can formulate proposals and solutions. Maia Sandu noted the media outlets should be independent and should do their job safely.

Even if the deadline for putting the Ungheni-Chisinau gas pipeline into operation is this yearend, the new Minister of Economy and Infrastructure Vadim Brînzan said the pipeline at the end of 2019 will be 90% ready and the gas will start to be supplied through this pipeline next February.

A ship that was sailing under Moldovan colors was captured by the Spanish authorities with 10,000 kg of hashish on board two days ago and is held in the Cartagena port. The Naval Agency of the Republic of Moldova said Moldova does not bear responsibility for the commercial activities carried out by the owners of ships sailing under its colors. The ship was in the territorial waters of Spain and the legislation of this state will be thus applied. The Moldovan authorities provided the information requested by the Spanish antidrug authorities.

The draw for the first qualifying round of the UEFA Europa League was held in Nyon on June 18. Milsami Orhei will meet Romania’s vice champion FCSB. Petrocub will play the Cypriot team AEK Larnaca, which last season competed in the UEFA Europa League groups, while Speranţa Nisporeni will meet Neftci Baku.
