Almost 70 million dollars offered by the World Bank for building national roads in the Republic of Moldova remain unused. So far, the road builders have largely focused on using the money from the state budget. The statement was made by the Minister of Economy and Infrastructure, Vadim Brânzan, on "Secrets of Power" show, on Jurnal TV, IPN reports.
"The money is simply unused. Probably, it is easier to take money from the budget and use it as you see fit, whereas the World Bank imposes certain conditions of transparency, fairness, competition etc.”, said the minister.
Vadim Brânzan says that the money for road construction is there, but the road builders did not use it. "They focused on the so-called " Good Roads "project. Nobody is against having excellent roads in villages - to the cemetery, to the school, but the way this program was managed indicates several things: the mayors became vulnerable, as they had to come to the capital to ask for money with an outstretched hand in exchange of political favours. In addition, the allocation of funds between different settlements had to be redistributed," specified the minister.
The Minister announces that the financing manner will change from next year: the Road Fund will have a unique account for the road builders to see and understand what amount they can have for the construction of roads. At the same time, the funding of local roads will be done directly through local public administration of first or second level.
