Parliament passed again in final reading the bill to abrogate the law on the issuing of state bonds, the so-called “billion law”. Pro Moldova leader Andrian Candu reminded Socialist MP Petru Burduja, rapporteur and head of the commission on economy, budget and finance, that a similar law adopted last December was declared unconstitutional following a challenge filed by Pro Moldova, IPN reports.
Andrian Candu said they consider that this law will not bring any economic benefit. He asked Petru Burduja what’s the difference between the variant that was declared unconstitutional and the current variant of the bill and this said the MPs were given enough time to propose amendments and objections before the second reading. The Constitutional Court annulled the law because the 10-day period wasn’t respected. The Pro Moldova leader noted the Court’s decision referred not only to the period, but also to the absence of the Government’s appraisal and to economic aspects.
The informative note to the bill says that amid the serious economic crisis caused by the restrictions imposed to prevent the spread of COVID-19, this law will enable the money that is to go to repay the debt related to the bank fraud to be used to cover the needs of socially deprived categories and to support the business sector.
The Constitutional Court declared unconstitutional the law of December 2020 by which the law on the issuing of state bonds of 2016, the so-called “billion law”, was abrogated. The law of 2016 regulated the issuing of state bonds for executing the state guarantees provided to the National Bank of Moldova by the Ministry of Finance for guaranteeing the emergency loans for Banca de Economii, Banca Socială and Unibank.
