Authorities focus on energy performance of buildings

The new buildings, the buildings that are fully renovated and those put up for sale or leased out will be examined to determine their energy performance. A bill to this effect is to be examined by the Cabinet on August 29. The minimum energy performance requirements were laid down in a normative document, IPN reports.

“The buildings with higher energy performance in which the heating costs can be reduced will be in greater demand on the market. Thus, the energy performance of buildings will become an important indicator that will influence the market price of realty,” said Minister of Regional Development and Construction Marcel Raducan.

The certificate showing the energy performance will be posted in a visible place for dwellers, buyers and other interested persons. The methodology for calculating the energy performance will be worked out by the Ministry of Regional Development and Construction, while the inspections will be carried out by the Energy Efficiency Agency. There will be created a national information system on the energy performance of buildings.

Moldova’s construction sector consumes 45% of the total volume of energy used in the country. According to estimates, 10% to 12% of energy can be saved by increasing energy efficiency. The authorities aim to achieve a share of 20% by 2020. The bill on the energy performance of buildings was drafted within an international project financed by the AIDS – EBRD Fund.
