Though it is two years of the coming into force of the Law on the Authorization of Construction Works, we cannot say that it helped the businesspeople to obtain the documents needed to start a construction much easier, the chief architect of Sangerei district Anatolie Gasca said in a roundtable meeting, Info-Prim Neo reports. ”The law says that the entrepreneur should not go to the firefighting service, the Preventive Medicine and other services to collect approvals and present them to the local public authorities so as to be issued with a construction authorization or an urbanism certificate. This is the task of the issuing authority, which is the mayor’s office. But this is not done and the businessmen have to pay money and get the necessary documents even if the law says that the authorizations are issued free of charge,” said Anatolie Gasca. Deputy Minister of Regional Development and Construction Ion Pascal said this happens because the issuing authorities do not realize that the issuance of documents for constructions directly determine the business and investment clime. The local authorities need investments and thus should create good working conditions for the entrepreneurs. A number of participants in the roundtable meeting, including moderator Sergiu Munteanu, said that many of the problems appeared because the settlements do not have urbanistic plans. According to Dorina Nicorici, consultant at the Construction Ministry’s Architect, Urbanism and Territory Management Division, only 19 of the 57 towns and only 32 of the over 1,600 villages have old or updated urbanistic plans. Roundtable meetings centering on the issue will take place in other regions of Moldova too. They are organized by the Construction Ministry and aim to gather proposals for improving the procedures for implementing the Law on the Authorization of Construction Works.
