It goes to aspirants for mayor of villages, communes, towns or municipalities and for councilor in village, commune or town councils, IPN reports, with reference to the Central Election Commission.

Political parties and electoral blocs must present a set of documents to district electoral councils. These include a written application, biographical data of the candidate, the property and persons interests statement. The subscription list forms can be asked by persons who want to run as independents starting with September 29.

The list of candidates for councilor is compiled by observing the minimum representation quota of 40% for both genders and the formula “at least four candidates of the same sex per each ten places”.
