The Chisinau inhabitants who meet the conditions imposed by the municipality for receiving cold-month allowances must submit an application, accompanied by the same set of documents as last year, to the housing stock manager, IPN reports.

Not long ago, the Chisinau Municipal Council decided to oblige the applicants for allowances to present a certificate from the State Tax Inspectorate about the real incomes of the family. It was later established that this last provision cannot be implemented.

Contacted by IPN, the head of the Public Amenities Division Petru Gontea said that immediately after the Council’s regulations were amended, the State Tax Inspectorate issued the certificate, but when the number of applicants increased significantly, it refused to, arguing that it cannot deal with such a large number of applications and that the principle of security of personal data is not respected.

The municipality asked for access to the database of the State Tax Inspectorate so as to be able to verify itself the declared incomes of the applicants. Such a provision may be included in the Tax Code and applied from next January. If a consensus is not reached, the municipal councilors will have to annul the provision concerning the certificate from the Inspectorate.

Cold-month allowances are paid to families on monthly incomes of under 1,700 lei per member. Those entitled can file applications by the end of next April. If it’s proven that the applicants are unable to pay the bills for heat, allowances will be paid for the entire heating season.

During the 2012-2013 heating season, cold-month allowances were paid to 34,000 families. About 100 million lei was allocated from the municipal budget for the purpose.
