Appeals Court sentences to jail seven ex-employees of Lipcani Penitentiary

Seven former employees of Penitentiary No. 2 of Lipcani, who two years ago were acquitted by the Chisinau Military Court, were imprisoned by a judgment of the Chisinau Appeals Court. The seven were found guilty of torturing a detainee, IPN reports.

According to the Prosecutor General’s Office, the ex-chief of the Penitentiary was sentenced to nine years behind bars, while his inferiors to eight years and six months in jail and banned from holding responsible posts for a period of ten years. The convicts were also obliged to pay by 80,000 lei in respect of non-pecuniary damage to the injured party.

The Chisinau Appeals Court’s judgment is implementable, but can be challenged in the Supreme Court of Justice.

The prosecutors proved that in June 2013, the culprits escorted one of the detainees of the Penitentiary to an office where they beat him, kicking and punching him and hitting him with rubber truncheons. This happened because they wanted to take revenge on the detainee who often complained about the violation of his rights by the administration of the Penitentiary where he served time.

According to the legal-medical examination report, the victim was hit at least 11 times. The prosecutors found out about this case through the hotline of the Prosecutor’s Office, which was used by the victim’s relatives.
