Building companies will be obliged to install in the apartment blocks anti-burglary systems until putting them into operation. The Ministry of Internal Affairs elaborates at present a draft law on this issue, the head of the Public Order Department, colonel of police, Mihai Cibotaru declared at a press conference. According to Cibotaru, statistics show that the apartments from the new blocks are more often subject to burglary than the older ones. He explained this by the fact that the new dwellers do not have the necessary time for installing alarm systems, but also by the fact that the residents do not know very well their neighbors, fact that favors access of strange persons into the apartments. The cited source said that this draft law is being prepared at present and on January 1, 2007 it will be implemented. The Security systems will be turned on after the apartments are put into operation and the expenses will be included in the cost of apartments without increasing too much their cost. The cheapest alarm system costs USD 200 and the most expensive – over USD 500, and the monthly due, depending on the system, constitutes MDL 25-60. At present, according to the data provided by the police, 10% of the apartments from Moldova are connected to anti-burglary security systems. About 78 security agencies are registered in Moldova. According to statistical data, during the first 9 months of 2006, in Moldova were registered 1417 burglaries, or by 30% less compared with the same period of last year. In 90% of cases the offenders were tracked down. According to police, the most of burglaries are committed during 12:00 and 24:00, in town – especially during work days, and in the rural localities – in weekends.
