The administration of SA “Apa-Canal Chisinau” will request the National Agency for Energy Regulation to approve distinct tariffs now that Parliament adopted in the final reading a law that obliges all the water suppliers to sign individual contracts with consumers, IPN reports.
According to the company, the last amendments made to the law by the MPs do not enable to sign individual contracts with dwellers of apartment buildings. The signing of individual contracts will be opportune after the distinct tariffs are approved and the internal networks are repaired at the expense of dwellers and after the manager transfers the networks to the operator.
Under the changes adopted by Parliament on February 22, the operators that provide public water supply and sewerage services will sign individual contracts with each apartment owner apart, at the request of one of the sides. The contracts will be signed within 30 days of the submission of an application. The informative note to the bill says the current law violates consumers’ rights. The public water supply and sewerage services are provided based on contracts signed with all the dwellers of an apartment building and the volume of water consumed by some of the dwellers that do not pay the water bills is included in the bills of dwellers that regularly pay for the consumed water.
Another two legislative proposals concerning water supply and sewerage services are to be merged and will regulate the implementation of the new provisions.
