The new Cabinet aims to implement a series of anticorruption policies and to ensure the independence and efficiency of the institutions. Among the objectives stipulated in the government program are to combat political corruption and corruption in the law enforcement bodies and the justice system, to thwart unjust enrichment and the illegal use of foreign funds and to confiscate property obtained as a result of acts of corruption and related offenses, IPN reports.
The Government pledges to strengthen the institutional anticorruption system by excluding the conflicts of competence, to improve the cooperation and efficient synchronization of reforms within the National Anticorruption Center, the Anticorruption Prosecutor’s Office and the National Integrity Commission and to create a specialized court that will examine only cases of corruption.
A mission of EU experts will be invited to provide assistance to the law enforcement bodies and specialized judges in examining cases of corruption. The Code of Penal Procedure will be reviewed in a move to remove the formal obstacles to the successful investigation of acts of corruption, by using the Council of Europe’s expertise. The regime of immunities for persons holding public posts and with special status within the penal and administrative procedures will be reduced.
The new executive aims to also review the legal framework concerning party and election campaign funding after having additional consultations with European experts and civil society. There will be created a mechanism for uniformly implementing the formula for setting the cap on the financial resources that can be transferred to the electoral funds of election runners and punishment will be instituted for non-declaring or exceeding the cap on costs.
There will be ensured the implementation of the legislation on unjust enrichment, special and extended confiscation of property earned as a result of acts of corruption and related offenses. There will also be created the legal framework needed to organize financial investigations, to identify and conserve the illegally obtained property for confiscating it.
