ANRTI changed the Regulation on providing fix telephony services

Fix telephony users will have additional rights, and the operators of this service – clearer obligations. The National Agency for Regulations in Telecommunications and Information (ANRTI) operated certain changes in the Regulation on providing fix telephony services.
According to ANRTI press service, these changes simplify the order and connection conditions to telephonic lines and provide equal rights to subscribers among natural persons and legal entities. They can get from the operator, if necessary, certificate of ex-subscriber, valid within the network of the operator providing him the right to be reconnected on a reduced tax.
According to new provisions, the operator is obliged to connection or move telephonic lines up to 14 days, and in case of additional construction works – within a month, since the connection tax was paid.
In case of planned enlargement of telephonic lines, the operator will get at the beginning 70 % of the tax for setting the telephone line, according to tariffs in force. When the telephone lines are open, the user will pay the rest of the amount, and the operator ensures the phone line connection within 14 days since the total tax was paid.
Fix telephony regulation includes new provisions regarding the payment for provided services. According to them, in case the invoice is not paid in time, the operator will suspend the provided service starting the 5-th day from the falling due date. If the subscriber pays the debts within a month, the operator re-establishes the service for free.
In case the invoice is not paid within a month since suspending the service, the operator will terminate unilaterally the contract for provided telephonic service. These measures can be taken when the operator warns the subscriber via his telephonic invoice or in written form.
The above-mentioned provisions were included as well in the appendixes of the Regulation on providing fix telephony services, including contracts – tip for providing fix telephony services, ISDN telephony and radio-access telephony WLL on the basis of CDMA technology.
The changes within the Regulation on providing fix telephony services were presented for public consultation via ANRTI website, as well as through public debates with the participants of the fix telephony services market.
ANRTI adopted the mentioned Regulation in 2001. It establishes the relations between the operators of this type of telephony, on all levels. The changes to this Regulation entered in force on 19 May 2006, once they were published in “Official Monitor of Moldova”.
