The National Agency for Energy Regulation (ANRE) will round out and approve this year the Regulations on measuring natural gas for commercial purposes, a normative document stipulated by the National Programme for implementing the Moldova-EU Action Plan.
Two more normative documents that address the gas sector are included in the list of the Agency’s priorities: Methodology for setting differentiated tariffs for natural gas delivery depending on the level of the gas pressure, and the Methodology for estimating the tariffs for the additional services provided by the enterprises of natural gas distribution.
Anatol Burlacov, director of ANRE, said that the main objective of the above-mentioned normative documents is to adjust the national regulation framework to the EU standards and to stimulate the reasonable usage of energy resources.
Burlacov also stated that in order to ensure a wider transparency in its activity, the Agency will approve this year the Regulations regarding the procedures and rules of adjusting the tariffs to the services in the energy sector regulated by ANRE. According to the project, those concerned, represented by groups of consumers and energy suppliers, will have access to the materials annexed to the applications for tariff adjustment submitted to the regulation authority by the license holders, will be able to participate in the discussions about the presented materials and submit concrete proposals for the discussed projects, specified Burlacov.
The given Regulations will contribute to the improvement of the mechanism for ANRE’s co-working with those concerned and will offer them real possibilities to learn more about tariffs and to actively take part in the process of setting certain tariffs substantiated on costs and arguments from the economic point of view.
