ANRE approves regulations on extension of energy supply networks

The National Agency for Energy Regulation (ANRE) adopted the regulations on the extension of electricity and gas supply networks debated last week, Info-Prim Neo reports. Thus, the operators of electricity and gas supply networks will cover all the expenses of extension if new localities, sectors, mini-districts or industrial zones appear. The ANRE will take into account these expenses when calculating tariffs for consumers. The investment plan for the next year for extending the supply networks is approved by ANRE for each operator separately. The operators are obliged to publish the investment plan, mentioning the localities where extensions are planned, on their website (or the provider's). If end-users, the local public administration or companies are willing to allot additional funds for speeding up the works, a contract must be signed. It will stipulate the allotted sum and the terms and conditions of reimbursement of money by the network operator. As a result of the discussions held last week, the ANRE accepted the proposal that the reimbursement term should be at most one month since the extension project is completed. Another accepted proposal was that the applications of the possible investors will be accepted if they are filed by September 30. ANRE director general Victor Parlicov promised that the proposals that are not within the Agency’s competence will be submitted to the Government and other institutions as a legislative initiative.
