Head of Parliament Andrian Candu suggests allowing the IT sector investors to work on Moldova’s territory without a temporary stay permit. A legislative initiative to this effect is to be debated in the immediate period, IPN reports.
According to the Parliament’s press service, the bill contains a series of supplements to the Law on the Foreigners’ Stay in Moldova, which specify the conditions of stay for persons with executive posts, investors and highly-qualified specialists from the IT sector.
“The facilitation of the legal framework for the stay of these categories of foreigners on Moldova’s territory will enable multinational groups, including startups, to develop and put to good use the human resources. Ireland and Lithuania are good examples in this regard,” it is said in the informative note to the Speaker’s legislative initiative.
Andrian Candu considers the move will contribute to the elimination of barriers from the way of investors and to the attraction of foreign investment by creating an appropriate environment, competitive at regional level, for developing the IT industry and will offer economic opportunities to the country. The bill was drafted in connection with the adoption of the Law on Information Technology Parks.
According to the State Registration Chamber of Moldova, the IT companies with complete or partial foreign capital represent about 1% of the total number of companies with domestic capital, as opposed to the average of about 45% in the developed countries.
